New AD Cash-Deposit Rates for Mexican Pipe and Indian Flanges Lead August 20 Trade Changes
Commerce published final antidumping review results that immediately changed company-specific cash-deposit rates for light-walled rectangular pipe and tube from Mexico and stainless steel flanges from India. The day also brought an AD/CVD order continuation, corrected review coverage, a revised hydraulic-cylinder deadline, an APHIS import-status change for Taiwan, and new OFAC designations.
Commerce sets new company-specific antidumping deposits
For entries made on or after August 20, Commerce’s final review of Mexican light-walled rectangular pipe and tube establishes the rates below. The rate assigned to producers or exporters not covered by this review remains governed by the most recent applicable segment; the original all-others rate remains 3.76%. Commerce’s final review of stainless steel flanges from India likewise applies to entries on or after August 20. Chandan Steel and the non-selected companies receive 0.60%; the BFN/Viraj entity receives 50.72%; the original all-others rate remains 7.00%. These are prospective deposit requirements, while liquidation of entries from the review period follows separate assessment instructions. Read the Commerce notice, 91 FR 53843.
Orders continue and two review omissions are corrected
Chinese vertical-shaft engines
Commerce published the continuation of the antidumping and countervailing duty orders covering certain 225cc–999cc vertical-shaft engines and parts from China. The continuation is effective August 11, and CBP will keep collecting deposits at the rates in force at entry. See the continuation notice.
Corrected administrative-review coverage
A correction adds Malaysian prestressed concrete steel wire strand, case A-557-819, and Vietnamese boltless steel shelving, case A-552-835, plus the named companies, to the August 10 initiation notice. Both review periods run June 1, 2025 through May 31, 2026. See the correction.
Commerce also extended its decision on whether to initiate AD/CVD investigations of certain linear hydraulic cylinders and parts from Canada, China, India, Korea, and Mexico. Because Commerce is polling the domestic industry on support for the petitions, the initiation decision is now due September 8, 2026; the notice does not itself initiate an investigation or impose deposits. APHIS lifts Taiwan’s ASF restriction, but other animal-health limits remain
An APHIS alert distributed August 20 states that the agency lifted the African swine fever restriction on porcine commodities originating in or transiting Taiwan, effective August 19. That is not a blanket reopening: restrictions under 9 CFR parts 94, 95, and 96 remain because APHIS does not recognize Taiwan as free of foot-and-mouth disease, classical swine fever, or swine vesicular disease. OFAC designates a Hizballah cash-courier network
OFAC designated 10 individuals connected to a cash-transfer network operating across Lebanon, Türkiye, the United Arab Emirates, and Iran, and re-designated Hizballah under Executive Order 13224, as amended. Property and interests in property of blocked persons within U.S. jurisdiction must be blocked and reported; entities owned 50% or more, directly or indirectly and in the aggregate, by blocked persons are also blocked. - Update AD cash-deposit logic for the named Mexican pipe and Indian flange producer/exporter combinations before transmitting new entries.
- Confirm reimbursement certificates are filed before liquidation for affected review-period entries.
- Add the corrected Malaysian PC strand and Vietnamese shelving reviews to case-monitoring calendars.
- Do not treat APHIS’s ASF change as removal of every Taiwan porcine-commodity restriction.
- Rescreen counterparties and ownership against the August 20 OFAC designations before releasing funds or goods.
What to watch next
Watch for Commerce’s September 8 decision on the hydraulic-cylinder petitions and for later CBP assessment instructions in the two completed administrative reviews. A court challenge can alter when reviewed entries liquidate, so maintain suspension and injunction controls at the entry level.
Frequently asked questions
Do the final review rates apply retroactively to every prior entry?
No. The published rates govern prospective cash deposits for entries on or after August 20. Final liability for entries during each review period is handled through Commerce’s later assessment instructions.
Does the 0.60% Indian flange rate apply to every Indian exporter?
No. It applies to Chandan Steel and the companies assigned the non-selected rate. Other exporter/producer combinations follow the hierarchy stated in Commerce’s notice, including prior company-specific rates and the 7.00% all-others rate.
Were hydraulic-cylinder investigations initiated on August 20?
No. Commerce extended the deadline for deciding whether the petitions have adequate domestic-industry support. The new decision deadline is September 8, 2026.
Can all pork products from Taiwan now enter without APHIS restrictions?
No. The ASF restriction was lifted, but APHIS expressly retained restrictions tied to other animal diseases. Eligibility remains commodity- and documentation-specific.
