SeAH Steel VINA’s OCTG deposit becomes 15.52%

Commerce’s final 2023–2024 administrative review of oil country tubular goods (OCTG) from Vietnam assigns SeAH Steel VINA Corporation a 15.52% AD margin and cash-deposit rate. The deposit requirement applies to covered entries, or withdrawals from warehouse for consumption, on or after September 17, 2026. OCTG refers to pipe used in oil and gas wells. The notice retains the separate 111.47% Vietnam-wide rate for exporters that do not qualify for a separate rate. Previously reviewed exporters not covered by this final result follow the notice’s existing-rate instructions. For the 2023–2024 review period, Commerce will issue separate assessment instructions, including importer-specific calculations where required. OFAC adds Iran and Cuba targets, removes two Belarus entities

BIS publishes three airline denial renewals

Three temporary denial orders for Azur Air, PJSC Aeroflot and UTair Aviation JSC were published September 17. Each order was issued and effective September 11, 2026, for one year. These are renewals of export-privilege denials under the Export Administration Regulations (EAR), not a tariff measure on aircraft. The orders restrict the airlines’ participation in covered EAR transactions and prohibit specified assistance by other persons. Parts suppliers, forwarders and maintenance providers should review the order’s transaction prohibitions before supplying, arranging or servicing EAR-controlled items.
