CBP Extends Mail Entry Deadline; Commerce Files Pulp Final Rates
CBP has given certain international mail filers until January 20, 2027, to adopt Entry Type 13. A separate CBP system update changes tariff and fisheries records, while three dissolving-pulp final determinations await October 16 publication.

CBP moves the international mail Entry Type 13 deadline
On October 14, U.S. Customs and Border Protection moved the mandatory compliance date for the new informal-entry procedure for certain international mail from October 22, 2026, to January 20, 2027. The extension gives postal importers, customs brokers, and logistics providers 90 more days to prepare. CBP announcement, October 14
The requirement covers international postal shipments subject to Section 201, 232, or 301 duties, or to a partner government agency's jurisdiction, when they are entered informally. Those shipments will need electronic ACE Entry Type 13 filing on January 20; otherwise a formal entry is required. CBP says international mail entry procedures will not change before that date and encourages optional Type 13 filing during the transition. This announcement changes the filing deadline; it does not itself announce a new tariff rate. CBP's scope and transition instructions
CSMS #70197855 updates ACE records and a fisheries flag
CBP issued CSMS #70197855 at 11:30 a.m. Eastern on October 14. It says Harmonized System Update HSU 2626 was created October 9 and contains four harmonized tariff records and 14 Automated Broker Interface (ABI) records, including Section 232 updates. The message does not identify the changed Section 232 lines or announce a new duty rate; filers should verify the affected records in ACE before changing an entry. CBP CSMS #70197855
The same update removes the National Marine Fisheries Service NM8 program flag for the HTS number printed in CBP's bulletin as 0301.19.000. That number is reproduced exactly as published; filers should match the record against their full entry classification. The bulletin points to an earlier Commerce procedure on producer requests for certain steel and aluminum tariff adjustments, but it does not say a particular producer has received approval. Brazil and Norway dissolving pulp: final trade-remedy determinations filed for publication
Three Commerce determinations signed October 9 were filed for public inspection at 8:45 a.m. Eastern on October 15 and are scheduled for Federal Register publication on October 16. They concern high purity dissolving pulp from Brazil and Norway. These are final Commerce determinations, but they are not October 15 cash-deposit changes. Brazil CVD public-inspection filing · Brazil AD filing · Norway AD filing
- Brazil CVD: Commerce found a 9.37% subsidy rate for Bracell Bahia Specialty Cellulose S.A. and all others. Provisional CVD measures ended for entries on or after July 23, 2026. A final affirmative USITC injury finding and a Commerce order are needed before CVD deposits resume. Brazil CVD determination, pp. 4–5
- Brazil AD: the final dumping margin is 6.50% for the Bracell entity and all others. The notice's table separately prints a subsidy-adjusted 6.40% cash-deposit rate, while its instruction paragraph refers to the 6.50% margin. The text is internally inconsistent; confirm the published notice and CBP deposit instructions before applying a rate. Brazil AD determination, pp. 4–5
- Norway AD: the final dumping margin is 6.51% for Borregaard AS and all others. Commerce says any new final-stage AD deposit instruction follows publication of the notice. Norway AD determination, pp. 4–5
The written product scope controls. The notices identify HTSUS 4702.00.0020 and 4702.00.0040 for convenience and note that covered pulp may also enter under 4706.30.0000 or 4706.92.0100. A tariff number alone does not determine coverage. Brazil scope, Appendix I · Norway scope, Appendix I
What importers and brokers should do
- For covered international mail, revise the Type 13 rollout plan to January 20, 2027, and use the optional ACE filing period to test data and broker workflows. CBP
- For Section 232 and fisheries entries, check the current ACE tariff and PGA flag records affected by HSU 2626; do not infer a specific rate or approval that the bulletin does not publish. CBP
- For dissolving pulp, review the written scope, supplier identity, and entry date. Recheck the October 16 published notices and CBP instructions, especially the Brazil AD 6.40%/6.50% inconsistency and the inactive Brazil CVD provisional deposits. Brazil AD · Brazil CVD
Common questions
Is Entry Type 13 mandatory on October 22?
No. For the international postal shipments described by CBP, the mandatory informal-entry date is now January 20, 2027. Optional filing remains available during the transition. CBP announcement
Did HSU 2626 create a new Section 232 tariff rate?
The bulletin reports Section 232 record updates but does not publish a new rate or identify all changed lines. Check the actual ACE records and applicable legal instructions for the entry. CSMS #70197855
Are the dissolving pulp final rates already in force on October 15?
No. The three notices were filed for public inspection on October 15 and are scheduled for official publication October 16. Brazil CVD deposits also require an affirmative final injury finding and an order before resuming. Brazil CVD filing · Brazil AD filing · Norway AD filing
Which Brazil AD figure should be entered as a cash deposit?
The public-inspection notice lists a 6.50% dumping margin and a 6.40% adjusted deposit in its table, but its instruction paragraph points back to the margin. Do not resolve that conflict by assumption; use the final publication and CBP instructions for the shipment. Brazil AD filing
