Canadian softwood lumber: final AD and CVD review results for 2024

Commerce has completed the antidumping (A-122-857) and countervailing duty (C-122-858) administrative reviews covering entries made January 1 through December 31, 2024. Both notices were filed for public inspection on October 16 and are scheduled for publication on October 19, 2026. The new cash deposit rates apply to lumber entered, or withdrawn from warehouse, for consumption on or after that publication date. AD final results, FR Doc. 2026-21296 · CVD final results, FR Doc. 2026-21286

Antidumping (dumping margins)

  • Canfor: 17.00%
  • Resolute: 13.13%
  • West Fraser: 4.71%
  • Non-selected companies (220, listed in Appendix II): 10.64%
  • Exporters and producers not covered by any segment: 6.04% all-others rate from the original investigation

Countervailing (subsidy rates)

  • Resolute FP Canada and cross-owned affiliates: 12.42%
  • West Fraser Mills and cross-owned affiliates: 15.31%
  • Non-selected companies (215, listed in Appendix II): 14.11%
  • All others: 14.19% from the original investigation

The AD review was rescinded for 105 companies. Requests were withdrawn for 93 of them, and 12 had no suspended entries. Their 2024 entries are assessed at the deposit rate in effect at entry. Commerce says it will send assessment instructions to CBP no earlier than 41 days after publication.

Editorial arithmetic, not an official combined rate: an importer of a company with individual rates in both cases deposits the AD and CVD amounts together. On that basis, the West Fraser total would be 20.02% (4.71 + 15.31) and the Resolute total 25.55% (13.13 + 12.42). For every other exporter, look up both appendices before you calculate. The notices state that the higher rate applies when a producer and an exporter have different company-specific CVD rates.

Truck bed covers from China: final affirmative CVD determination

Commerce has made a final affirmative countervailing duty determination in investigation C-570-224, covering the 2025 calendar year. The notice is scheduled for publication on October 19, 2026. FR Doc. 2026-21295

  • Changzhou Sunwood International Trading Co., Ltd.: 77.17%
  • Hangzhou Golden Sun Auto Parts Co., Ltd.: 11.60%
  • Six companies whose rates are based on adverse facts available (Century Distribution Systems (Shenzhen); Foshan Baitai Auto Accessories; Shenzhen Haishang Wanyun Supply Chain Management; Shenzhen Longhua Supply Chain; Shenzhen Maichuang International; Shenzhen Qianhai Yahee E-Commerce): 142.11%
  • All others: 43.43%

CBP is to continue suspending liquidation and collecting cash deposits at these final rates. The suspension covers entries back to July 31, 2026, the date the preliminary determination was published. This is not yet a CVD order. An order follows only if the USITC makes a final affirmative injury determination. A negative injury vote would end the case and lead to refunds of deposits.

Higher deposits for named exporters: steel nails from Taiwan and fluid end blocks from Italy

Steel nails from Taiwan (A-583-854; review period July 1, 2024 to June 30, 2025). Faithful Engineering Products and Top Forever Screws did not respond to Commerce's requests, so Commerce applied adverse facts available and assigned each a 78.17% final margin. The all-others rate stays at 2.16%. The new deposits apply to entries made on or after publication, scheduled for October 19, 2026. FR Doc. 2026-21362

Forged steel fluid end blocks from Italy (A-475-840; calendar year 2024). The Lucchini companies (Lucchini Mamé Forge, Lucchini Industries, and Lucchini RS) received a final margin of 58.48%, also based on adverse facts available. The all-others rate stays at 7.33%. The deposit takes effect on the October 19 publication date. FR Doc. 2026-21292

Diamond sawblades assembled in the UK: covered-merchandise inquiry opened

CBP has referred a question to Commerce under the Enforce and Protect Act (EAPA), and Commerce has opened a covered-merchandise inquiry in response. The inquiry will decide whether diamond sawblades assembled in the United Kingdom by Dymatec, Ltd. fall within the AD order on diamond sawblades from China (A-570-900). Commerce received the referral on September 22, 2026. The notice is scheduled for publication on October 19. FR Doc. 2026-21281

Under 19 CFR 351.227(l)(1), Commerce will tell CBP to keep suspending entries that are already suspended. CBP will also require the cash deposit that would apply if the products were found to be in scope. The notice does not state a rate.

Other agencies: USPS outbound customs charges and APHIS passion fruit risk analysis

USPS interim final rule (FR Doc. 2026-21310). The Postal Service is amending its International Mail Manual for outbound international mail. The rule lets USPS require delivered-duty-paid (DDP) shipping where a destination postal operator demands it. USPS cites the European Union, which eliminated its de minimis exemption for most low-value goods on July 1, 2026. Foreign duties, taxes and import fees are not part of postage. If a destination party seeks unpaid charges, USPS will invoice the mailer. The mailer must pay the full amount even while disputing it, and late payments accrue interest at 6% per year. The rule takes effect on publication, scheduled for October 19, and comments are due 30 days after publication. It does not change U.S. inbound mail entry or CBP de minimis requirements. USPS interim final rule

APHIS (FR Doc. 2026-21311). APHIS has released a pest risk analysis on importing fresh passion fruit from Viet Nam. Comments are due 60 days after the October 19 publication. Imports are not yet authorized. APHIS will announce its decision in a later notice. APHIS notice

What to do now

  • For Canadian softwood lumber, update both the AD and CVD rates by exporter and producer in your entry system for entries on or after October 19. Check each exporter against Appendix II of both notices (AD, CVD).
  • Estimate 2024 liquidation exposure for lumber entries. Assessment instructions may follow no earlier than 41 days after publication.
  • For Chinese truck bed covers, confirm that deposits match the final rates, including 142.11% for the six AFA companies, and watch the USITC final injury vote (FR Doc. 2026-21295).
  • Flag Faithful Engineering and Top Forever (nails, 78.17%) and the Lucchini companies (fluid end blocks, 58.48%) in your AD rate tables (nails, fluid end blocks).
  • Importers of UK-assembled Dymatec sawblades should prepare for suspension and cash deposits at the China order rate while the inquiry runs (FR Doc. 2026-21281).
  • U.S. shippers of ecommerce parcels to the EU should review DDP arrangements and their exposure to USPS invoices (USPS rule).
