Four AD/CVD Review Results Set Company Rates for October 6
Final results cover Thai shrimp, Portuguese paper, UAE steel pipe and Turkish large-diameter pipe. A separate correction fixes a China sink sunset-review rate—but not the current cash-deposit rate.
What changed
The Commerce Department released four final administrative-review results with company-specific antidumping or countervailing duty rates. Each result is scheduled to take effect for cash-deposit purposes when it is formally published on October 6.
These are not country-wide replacement rates. Importers must match the exact producer/exporter combination and follow the deposit hierarchy in each notice. Companies outside the reviewed coverage generally retain their existing all-others or company-specific rates.

“AD” means antidumping duty; “CVD” means countervailing duty. The UAE Universal group rate reflects changes from the preliminary result. The Thailand and Portugal final results were unchanged from their preliminary results.
Thailand: producer/exporter matching remains critical
The review covers the February 1, 2024–January 31, 2025 period. Commerce found a zero margin for Thai Royal and 1.76% for Thai Union and the listed non-examined companies. A 0.00% result for one reviewed company does not make all Thai shrimp duty-free.
UAE and Türkiye steel pipe: do not treat the top line as a national rate
The UAE notice assigns three different final rates depending on the company group. The Turkish result is a countervailing-duty review for the HDM group; the existing 3.72% all-others rate continues for companies not covered by the reviewed company rate.
China stainless-steel sink correction
Commerce corrected an inadvertent error in its 2018 and 2023 sunset-review notices for drawn stainless steel sinks from China. The corrected dumping margin likely to prevail if the order were revoked is 8.51%, not 8.61%.
This is not a new cash-deposit rate. It corrects the rate used in sunset-review continuation analysis and should not, by itself, trigger an entry-system deposit change.
Importer actions before October 6
- Stage—but do not prematurely activate—rate updates. Configure the four review results with an effective-date control tied to formal October 6 publication.
- Validate the exact producer/exporter pair. Company-specific rates cannot be generalized to every supplier in the country.
- Preserve AD reimbursement certificates. The antidumping notices remind importers of the certification requirement before liquidation of relevant entries.
- Keep the sink correction separate. Update legal-reference records from 8.61% to 8.51%, but do not alter current cash-deposit logic solely because of this correction.
Frequently asked questions
Are the new rates effective on October 5?
No. October 5 is the public-inspection filing date. The notices state that the new cash-deposit rates apply to qualifying entries made on or after formal publication, scheduled for October 6.
Does Thai Royal's 0.00% rate apply to all shrimp from Thailand?
No. It is a company-specific final result. Thai Union and listed non-examined companies receive 1.76%, while the all-others rate continues at 5.34%.
Which rate applies to UAE steel pipe?
It depends on the exporter/producer: 3.15% for Conares, 5.11% for the Universal group, or 4.68% for the listed non-examined companies. The 5.95% all-others rate continues where applicable.
Is the 3.345% Turkish rate an antidumping rate?
No. It is the final countervailing-duty rate for the HDM group in this administrative review. Other duty orders or company-specific rates must be evaluated separately.
Should importers change sink cash deposits to 8.51%?
Not on the basis of this correction alone. The corrected 8.51% figure belongs to sunset-review analysis, not a newly announced current cash-deposit instruction.
